Zoa Hydro Power Plant at Ruo River
The Republic of Malawi and the Republic of Mozambique unveiled plans to construct a 40-megawatt (MW) hydroelectric power plant at the iconic Zoa Falls on the Ruo River, a natural border between the two nations. The Zoa Hydro Power Plant project is set to become a symbol of cross-border collaboration and a major boost to sustainable energy development in southeastern Africa. The 40MW output is expected to be split evenly between Malawi and Mozambique, providing much-needed electricity for rural communities and stimulating industrial growth. Currently, both countries face challenges with power shortages and limited access in remote areas.
The Zoa Hydro Power Plant project will be implemented in four key phases as follows:
Phase 1: Feasibility and Design (2025 –2026)
- Detailed technical and environmental feasibility studies.
- Joint Environmental and Social Impact Assessment (ESIA) in accordance with both nations’ legal frameworks.
- Community consultations in the border districts of Mulanje (Malawi) and Milanje (Mozambique).
Phase 2: Financing and Contracting (2026)
- Securing financial support from regional development banks and development partners
- Finalizing a bilateral agreement for project ownership and power-sharing.
- Awarding Engineering, Procurement and Construction (EPC) contracts.
Phase 3: Construction and Installation (2027 – 2029)
- Civil works, including dam and power station construction.
- Installation of turbines and electrical systems.
- Connection to national grids and cross-border interconnectors.
Phase 4: Testing and Commissioning (2030)
- System integration and safety testing.
- Gradual rollout of electricity supply to local and national grids.
